Target co-maintainers (by v0.3): (1) a school teacher, (2) a statistician / university
partner, (3) a Nepali-language editor. Open roles are listed in ROADMAP.md.
Decisions: discussed in GitHub issues; recorded in docs/decisions.md.
Releases: tagged (v0.1, v0.2 … v1.0). v1.0 is the frozen CDC submission edition;
later changes go to v1.x so government documents can cite a fixed version.
Content licence changes need the lead maintainer and all copyright holders' agreement.
